Specifically, this document provides comments and qualifications applicable to AAMVA members.
Starting with ISO/IEC CD 18013-5 as a basis, the Mobile Driver License (mDL) Implementation Guidelines document provides guidance on pursuing a mobile driver’s license (mDL) solution. WG10 is in the process of producing a mDL standard (ISO/IEC 18013-5). The Working Group produced a mDL Functional Needs white paper that served as important input to the WG10 ISO working group. The Joint Mobile Driver’s License (mDL) Working Group has been active in the area of mobile identification since 2012.

AAMVA does not have an ETA for the update Model Legislation at this time. The working group also intends to update the Mobile Driver License Model Legislation to modernize the information, as a result the Model Legislation document has also been removed from the site. The AAMVA mDL Data Element Set will in future be incorporated into the AAMVA mDL Implementation Guidelines. In the meantime, to address the needs of issuing authorities that are already moving ahead with mDL initiatives, the first version of the AAMVA mDL Data Element Set is now available. AAMVA intends to publish a new Implementation Guidelines document in the fall of 2021. As a result, the Guidelines document has been removed from this site to avoid confusion and present mDL development that may contradict the eventual ISO Standard. The AAMVA mDL Joint Working Group is currently in the process of making significant revisions to the Mobile Driver License (mDL) Implementation Guidelines to keep pace with the development of the International Standard. Mobile Driver License (mDL) Implementation Guidelines (April 2019) In wanting to further flesh out their work and to show how eID concepts can be operationalized, the working group is now assisting with the standardization guidance for an mDL.
The eID WG has been charged with the review and potential leveraging of existing identity credential standards, and to recommend standards to the AAMVA membership relating to the emergence and rising popularity of electronic identity.
